In doses only achievable through IV administration, vitamin C acts like chemotherapy or radiation therapy by creating DNA damage to tumor cells through the production of free radicals (in this case, through the production of hydrogen peroxide.) This effect is selectively seen in tumor cells, and not in normal cells.
